Rahat Khanum has refused to pay for the court expenses and is currently staying out of sight. The writer complains about the unclear status of the servant.

Usurpation of Khanum Sardar's property
Petition by Muhammad Yusuf Khan from Harat to the Ministry of Foreign Affairs regarding the Government of Khurasan and Jalal al-Sultan, who has confiscated the property of Khanum Sardar in Himmat Abad and requests money in order to return the property. Since Khanum Sardar had transferred the property to Muhammad Yusuf Khan, he is asked to provide the money. Muhammad Yusuf Khan has been informed that due to his delay in the payment, the property has been sold off by Khanum Sardar's attorney. He deems this transaction unlawful and asks for justice.

Correspondence between the Government of Kurdistan (Nasir al-Mulk) and the Ministry of Foreign Affairs regarding a claim by Ottoman officials about delinquency in the investigation of theft by Gulabatun, the servant of Aqa Yahya (an Ottoman national); the Government of Kurdistan rejects any negligence and reports that they have investigated Gulabatun's claim on giving the stolen property to a soldier named ‘Abd al-Hamid, who has denied the allegations in the interrogation. Meanwhile, Gulabatun is still living in Aqa Yahya's house.

Regarding Husn Jahan Khanum's endowment, 1903
Complaint by Sayyid Husayn Bahr al-‘Ulum to the Ministry of Foreign Affairs regarding the usurpation of the village of Jamah Shuran in Kurdistan by Aqa Sayyid Javad, the custodian of Najaf since last year. Valiyah Husn Jahan Khanum had endowed this property to be used for mourning ceremonies of Hazrat-i Abi ‘Abdallah. The writer's father, Sayyid ‘Ali Bahr al-‘Ulum, was assigned as the custodian, a position which will be passed to the next generations through the eldest child.

Report from the Iranian Consulate to the Ministry of Foreign Affairs, from Astrakhan, about a dispute between the Shi‘as and Tatars over the marriage of Khalili's daughter. Tatars claim that since the girl's mother was not a permanent wife, according to Russian law, her child is a Russian national. But Shi‘as of Haji Tarkhan oppose her marriage to a Tatar man. After some disturbances, the consulate has decided to take the mother and daughter into police custody to protect their safety; along with a receipt of the document and acknowledgment of the consulate's effort
